Before the vaccines were distributed, the government said that plans to distribute them was set up in place to be highly effective. Airplanes, trucking companies, the military, everyone was going to see that they were distributed quickly and efficiently. And then, of course, it backfired.

West Virginia administered 95%+ of the vaccine it received. Califor ni among the worst.
