Tenants need to be responsible and be held accountable when the moratorium is lifted. You can’t just live in a place rent-free.

This is not fair that landlords has to forgive the rest of the rent when their bills are not forgiving

These tenants aren't going to back pay the rent. They will probably just hold out as long as they can causing landlord to incrue costs with lawyer fees. Tenants will probaby "settle" with the landlord to move out and landlords will have to pay them even more to leave.
