It is not as easy to manufacture water as it appears. Combining hydrogen and oxygen atoms—the two constituents of water—releases tremendous energy. When combined chemically, these highly flammable gases produce large explosions, as tragically exemplified by 1937's Hindenburg disaster.

Moreover, in order to manufacture water to cater to the needs of such a large population on the planet, the laboratories and the facilities required to contain such great and spontaneous emission of energy would be too expensive to be practically and economically viable.
