The question from the reporter was “Mikel Arteta said his team has gone through phases, there’s phase 1, phase 2, phase 3, etc. where do you see the progression of your team in that scale?”. To which Enrique’s answer makes a lot more sense.

The question was in relation to Arteta’s team development phases vs his.
