I've seen others mention online that matte medium can be used on top of water color/water pencils, color pencils and Copic markers. Is this correct?

Can this be mixed with dry color pigments too?

It's not really matte, it has a sheen. You want ultra matte for a real mate finish. It's very useful none the less, absolutely essential if you paint with acrylics.
