You might want to try taking an already modeled character and using the sculpt brush to make it conform to the scan, that and a little shrinkwrap and it can be a pretty decent retopology workflow on the fast.

And it lets you reuse UV maps and any weighting that said models already had.

There is a great third party mod/add on for Blender that allows you to do exactly what this program is for.
