I actually feel sorry for Dabi here because he is jealous of Shoto for having the ideal body to maximise his fire potential due to his ice, yet Shoto didn't want to become Endeavour's tool to surpass All Might.
Dabi on the other hand wanted to surpass All Might in order to get Endeavour's acknowledgement but couldn't due to his body's weakness to fire.
