Housing is a human right! Yah sure if you built it yourself, if you owned the land, if you aren't intruding on anyone elses land or needs. Then maybe, but until you know how to build your own home, saying that housing is a human right is like saying everyone should get a feww $150, 000 at birth. Just not gonna happen

Don't take legal advice from a YouTube slumlord. In many states it's a crime to shut off utilities regardless of rent status. A tenant could die of hypothermia or heat stroke or not be able to call EMS with an uncharged cell phone. The slumlord could be charged with negligent manslaughter.

The better option for slumlords is to vett their tenants before letting them into a lease agreement. A credit report can be a very useful tool.
