A few recommendations from a long time fan:

I would strongly consider swapping the Wake Limiter for Chassis Optimzation or the Nanofiber sub (I forget which for the legion)

This loses you a mid slot (will explain why you don’t need in a moment) and gains you a low slot, and decreases align time which means you decrease the time needed to arrive on ratting players after you initiate warp.

Losing the web isn’t the end of the world because against a 100mn ishtar, you’re going to need to use your prop mod (mwd that blooms your sig) anyway to keep up with a 100mn ishtar that is webbed. At least with two neuts (later in the comment) you have the ability to heat them (they are very fast cycling) and interrupt a presumably AFK players 100mn cycle, and deny them hp regeneration making killing them much faster.

In addition to this I would consider switching weapons systems in your highslots from HAMLs to RLMLs. You gain three advantages from this decision:

1) increased application to what are often 100mn ishtars.

2) increased burst dps to nuke and kill low ehp pve ishtars quickly

3) reduced fitting for upgrades elsewhere on the fit

With the extra power grid there’s plenty you can do.

One option I would consider is dropping the probe launcher and replacing it with another neutralizer. You can always carry probes in your cargo and can refit if you need them. I don’t feel they are necessary for the purpose of your fit because ds canning AFK anomaly runners will be much faster than scanning them without scanning upgrades fitted even on the bonuses from the cov ops subsystem.

You may be able to fit a battery and a repairer especially so longer travels through nullsec to repair after fights or during. an ancil repper will net more HP than 800 plates after 6-7 cycles of memory serves, and that’s just fine against ishtars even with massive heavy drone damage dps.

The battery eliminates the need for cap boosters and opens up some cargo space to stock up that loot from ishtars, potentially maybe even an anchored bubble if you want to set some traps.

Neuts and burst dps aren’t the best combo, it’s not exactly the best synergy, but neuts will come in handy if they are no prop fitted with battery/XLSB,

nice dude. i tried using the aug antimatter reactor instead of the energy parasitic. Gives one extra low over the mid. means dropping the web sadly. Im not a fan of the armour buffer without the 1600 plate. The extra low allows for rep and ancil rep. swings and roundabouts.

If you change the mids and the neut to metas, you can fit it all with an ancillary repper with a 3% PG implant. Considering the price of T2 trimarks, it's a steal. If you have LP with any faction it's around 10k LP and 10 mill isk.

Thoughts on a beam fit and targeting ratters that leave giant EM holes in their tank due to the space they're ratting in? I could see where the Legion feels like a "worse Tengu" when you build it with HAMs.

The loki and the legion are my favs for pvp and pve . The tengu can do some great stuff pve but is more restricted where it can be "superior"
