I would go by net weight by grams,

If the 18 inch pizza weights say 750 gms
And a single 12 inch pizza weight 400 gms thays comes to 400 multiple by 2=800 gms in total .
As a culinary scholl graduate its the weight of the product that matters in keeping one full .
So in this case the two 12 incher would be a winner

Serious question: Why don’t you add the 2 12” pizzas together, giving you 24” and then doing the calculation?

Depends what your goal is... if you're trying to maximise crust (stuffed crust? Or maybe you're just insane?) then you'd want the two smaller pizzas. Crust is all about the circumference, which is 2兀R. I.e. 2兀(9) for the large and 2兀(2x6) for the two smaller pizzas. The 2兀 is irrelevant here as it's the same for both, so we can just focus on 9<12. Therefore, smaller pizzas are the way to go to maximize crust (and admit to everyone that you're crazy).
