For modern workloads it's actually better to use chronyd. It's better suited if you run ntp client/server within virtual machine, etc.

Edit: for production usage, it's better to run NTP server on physical system, not virtual machine. It's because (with current technology), frequency of the clock (inside VM) can never be as accurate as on physical system that for example has direct access to RTC (as a timeing device driven by quartz crystal). So, in a nutshell: any workload that requires micro/nano-second precision shouldn't run inside VM.
