Im pretty sure hanna is not okay with spencer and caleb dating and so is toby he's not okay too but both hanna and toby hide their emotion and tell spencer and caleb that it's okay if both spence and caleb have the same feelings for each other. That's why toby gets upset when caleb told him about his(caleb) relationship with spencer, and hanna too gets upset when spencer told her.

I have to say i wasn't a Spoby or Haleb fan but this caleb/spencer thing is so strange & the two have zero chemistry.
It's not because two people get along and have similarity in their personnality that they have to be together, it's ridiculous . It's like they wanted to put 'the two detective' of the show together to make a supposedly 'strong couple' but at the end that's just dumb cause beside that i don't see what kind of connection they have.
