I think people from third world countries have 10% chance of getting approved. But if their account is new and they have never been billed by aws for any service the chance of getting approved is probably 0%.

Now if you are not from a third world country, meaning you are from europe, north america, canada, japan, south korea, australia, new zealand and south africa, your chance is much higher but it would still be challenging if your account is new and never been billed.
