That's why they are called supporting characters. If they would flesh out every supporting character, the story would lose it's momentum and every movie would be unbearable to watch. (And we don't want that now, do we?)

Darth Maul wasn't developed because Genius George Lucas hired a martial arts specialist instead of an actor to play the major villain of the movie. There was a reason why he only had like 2 lines, the guy couldn't act and was just there to do flips and shit and stand there like a statue when Obi Wan jumps over him and cuts him in half.
