Thank you for your example. But, it seems wrong to me because you have used the modularity score. However, the original paper moves nodes between communities based on another equation (delta Q) and not based the modularity score (Q). You have explained based on Q. Perhaps, your explanation could be correct, but the equation is not correct.

Can we use this algorithm for load balancing, i.e., create communities to evenly distribute the load in a communication network?

That is not delta Q, that is Q, and also it is wrong definition of Q.
