E-Scooter Going the Wrong Way

The E-scooter driver goes the wrong way on a one-way cycle path and has no lights or visible reflectors even though it's starting to get dark. (The most reflective item is the white plastic bag.) The path is narrow enough that most cyclists go very close to the lane marking line (and sometimes on the wrong side of it).
