India may have announced the National Clean Air Programme (NCAP), but it neither has any legal backing or financial support making it a toothless tiger.

As usual, govt. Policies are always full of ambition, but they always lack in implementation, no accountability, no fiscal strategy to back the plan.

There is lot of lobbying by industrialists which is going on. Also, the economic impact of required methods would be devastating for continued fiscal growth, which makes implementation tough. However, this at least in part shows governmental commitment for action against air pollution, a base over which further policies and strategies can be built on. Saying so, already, the safe levels as told by our government for most of the indices is at least double of the air quality guidelines laid out by international members. We have a long way to go. My view, we required a concomitant multisectoral efforts... clean domestic fuel, clean industrial process, public transport and strict legislation...
