Here’s more evidence of high-level cavorting between the Mafia and high-powered businessmen in the construction industry in Montreal, Canada. In this wiretap, Paolo Renda, the consigliere in the Rizzuto crime family, chats with a city businessman about the retirement gift of construction magnate Frank Catania — a six-foot-tall cigar humidor costing $4,500.
Renda authorized him to put the names of the five members of Montreal Mafia’s top leadership on Catania’s card: Paolo Renda, Nicolò Rizzuto, Rocco Sollecito. Frank Arcadi and even Vito Rizzuto, the boss himself who was at the time in prison in the United States for racketeering murder.
The call was recorded by police in 2005 but kept secret until a government inquiry into corruption in the industry forced the RCMP to turn it over in 2012. The wiretap was played at the Charbonneau Commission (officially La Commission sur l'octroi et la gestion des contrats publics dans l'industrie de la construction or the CEIC for short.)
Francesco “Frank” Catania founded Construction F. CATANIA et Associés inc, a construction company that specialized in road construction, sewers, aqueducts, pumping stations, formwork, concreting, bridges, viaducts and drinking water reservoirs. It was one of the companies named at the CEIC as being in a closed consortium of companies that rigged bids for city contracts.
Frank did retire and his son, Paolo replaced him at the head of the firm. The firm’s headquarters were raided by the province of Quebec’s anti-corruption unit — the Unité permanente anticorruption (UPAC) — in 2014.
