Exchange by Policy is same as pairing but here the partner is searched by polling random nodes which node has least load instead of asking all nodes until poll limit(maximum amount of nodes in a poll) is reached

Discontinue when node with 0 load encountered basically means when the shortest method finds a node which has 0 load then stop finding the node with light load basically find an idle node and stop

Network load balancing doesn't mean distributing the tasks. It means distributing evenly incoming network traffic across all the nodes. Tasks are remain same for each node in clustering. The job of the NLB is to transfer the client request to server which is least busy.
