This is what he said as a response to Lex's idea that the world sometimes runs on inefficient mediocre things you wouldn't expect, which in itself was a response to Carmack saying that it's a problem to have so many JS developers in Meta when "the real work" is done in C-flavored C++. So this is a clip of his most generous statements about it, and definitely not a summary of his opinion.

Clearly there was a “but…” coming next. The underlying stuff is amazing but it has to be to execute such a garbage broken language with any kind of performance. Read the history from those who were there. The language was designed to not be great so as to not step on Java’s toes.

He does not understand JavaScript. The awesome power of JS is being able to dynamically add and access properties of objects. The syntax is clean, nuanced, complete and consistent.
