There is only one evil in charge at any time. The pecking order never seems to be in doubt concerning the enemies of the free peoples of Middle Earth. Some may not like their position but do prefer to remain among the living. One could easily compare it to the basic survival of the fittest with constant jockeying for position, yet the higher on the ladder you get, the bigger the difference in 'ability' is seen. Sauron is a bad ass, but next to Morgoth, he is just another punk. :P
