So pre-calvary was Jesus doing as far as the heavenly sanctuary is concerned...was he just then directly with man as he was with Moses on the mountain, sort of working side by side with Gabriel and the other angels?

Lot "might" have been the only one even still his influence was not enough as it was so the Lord sent the angels to remove him. It's seems Lots vision was dimmed as to the extent of the corruption of the city. with all the other examples of God destroying nations He might have just removed (like with lot, or even rehab) the one "righteous" and left the others to their fate. Idk maybe I'm off here. It seemed their cup was full. Lot was the little remnant as you might call it. I just cannot see God allowing wickedness to just continue to play itself out without a purpose other than to allow them to continue to do wickedly.
