Having just watched this clip, I know exactly what the director meant.

Maybe that director was so accustomed to Botox actors so someone who can move their eyebrows annoyed him.
He would have yelled at sweetheart Emilia Clarke.

I had just noticed how expressive both Andrew's and Josh's eyebrows were when Josh said it.
Unless the role was for him to be catatonic, the eyebrows would help (but then again, I am only someone who watches movies) 😂
