The reason for this is quite simple really you see all administration employees wear the same uniform a leather jacket with a black turtleneck sweater underneath there are also nindroids on the administrations payroll, I wouldn’t be too surprised if the administrator was a Cyrus Borg that wasn’t in the best mental state.

It’s a new character because in season one the line that Lloyd and Arin see has been going on for generations and between the merge and dragon rising is 5 years and you can’t have multiple generations in 5 years so it’s a new character.

I still think the administrator is ras's master because it was stated in s1 ep 17 that the administrator was powerful enough to create the entire realm known as the administraton
