Get always the error within the web app log stream, that the app cant be found.

Can someone tell me how to solve the issue of installing the ibm_db dependency when deploying on Azure?
I include ibm_db in the requirements.txt file, but it generates an error with that library during deployment. Is it possible that the venv created during the Azure deployment blocks some dependencies for security reasons?
Or is it necessary to have a different type of "payment plan" to install certain specific dependencies?
