Arkansas Representative Kim Hammer states a long term fund is already made

The Arkansas House met on May 3rd 2017 for vote on SB5, a bill money from the Arkansas Healthy Century Fund to the Long Term Reserve Fund. This bill was marketed as way to increase Arkansas' credit, but was passed during the Asa Hutchinson Special Session instead of the 2017 91st General Assembly (Regular Session). The main purpose of the special session was to allow Governor Hutchinson to gain access to more taxpayer funds to bail out Arkansas Works &/or super projects.

The main legislator pushing for SB5 in the Arkansas House was Representative Joe Jett. Rep Jett was given a chairmanship by Republican Speaker Jeremy Gillam despite being a democrat most of his career. Jett has since then helped Asa Hutchinson in several instances, including the attempt to pass the internet sales tax
