For Young People moving from secondary school to Post-16 education, a review and any amendments to the EHC plan, including specifying the Post-16 provision and placement, must be completed by 31st March in the calendar year of the transfer, in sufficient time prior to moving.

The Annual Review prior to the Post-16 transfer gives the opportunity to ask for a placement. But as this is quite late in the day, it is often a good idea for parents or Young People to take the first step and ask for the EHC plan to be amended in good time before transfer.

This could be done at the Year 11 Annual Review, if it takes place early enough to leave time for a potential appeal. But if the Year 11 Annual Review takes place later in the academic year, then it may need to be discussed at the Year 10 Annual Review.
