On 1.7 go to graphics> rendering then select manual hardware renderer fixes. Then go to upscaling fixes and you will find half pixel offset.

UPscaling hacks is on "grey" can't touch it help gow1 and gow2 have a terrible texture problems

For Splinter Cell: Pandora Tomorrow I needed to set Half-Pixel Offset to "Normal(Vertex)" BUT ALSO tick a checkbox with "Merge Sprite" only then I fixed the ghosting issue. Especially on his goggles.
