For me when I went to do the first option it was already 0. So then i tried the second option and it actually seems to be working. As soon as I did it I was able to play everything just fine with no drops. Don't know how changing a 1 to a 0 fixes something like that but I greatly appreciate it.
edit: So it worked for a couple of days but then the same issue started happening again. Specifically my fps will drop every 10 seconds. Have no clue why but this solution did at least help temporarily.

another edit: Just trying to make sure people know if this video will actually help them. Immediately after making the last edit I tried to find other videos to fix the problem and the one I came across had the exact same solutions as this one. So I already had everything set so I just restarted my computer to see what would happen and then my fps was fine again. So I guess if the problem comes up again just make sure it's all changed correctly and restart.

the first fix got me more stable and the second fix destroyed it again so i reset the second fix and now everything is way more stable thanks bro! After tons and tons of torturial videos and tons of complicated setting and overclocking blabla this simple thing helped me tons more!

Or, you can just go to to game bar settings and turn off "record in the background while I'm playing." The game bar is extremely useful these days, it shows performance, has volume mixer, and makes taking screenshots and recording super simple.

If you are using recording system or instant replay from game bar.. it has a lot of problems, so the first method mentioned in the video will actually disable these features. It will work but you will not be able to record again

I followed your instructions and just wanted to say A TRILLION THANK YOUs. I was going to upgrade my Nvidia GeForce GTX 1080 Ti to an expensive GeForce RTX 3090 so that my F1 2021 racing game could run smoothly with out any frame drop.
