Call me a conspiracy theorist but I sometimes wonder if they don't use an algorithm at cut off time to run through all numbers played, then simply ensure those combinations aren't chosen. Then if you have a state in need of financial aid, you can ensure the winner comes from there and then you ensure millions of dollars in taxes will go there.
