Peter, I think you're right. Last night Lei of Lei's Real Talk did an interesting deep dive and said Xi is afraid to travel just now because problems are boiling over in the economy but worse within the party and the zehmin faction, Shanghai, is dangerous to Xi, despite his efforts to consolidate. Also, that when Premier Li Keqiang ordered the dams open to flood Heibei and others to save the new second capital, Xi was not available. But five or so PLA bases were flooded, destroyed, many soldiers died, PLA wasn't warned and didn't show up in rescue efforts. Too busy saving themselves. Lei cites sources, public statement by a PLA leader. So like you she said Xi would not show up. Also that Xi was unlikely to attend the APEC Summit in San Francisco, even if Biden rolled out the red carpet. Xi's afraid to leave Beijing and return to find he's been ousted. Is this really possible?

Asians are very concerned with maintaining `Face´. The loss of economic face before the G20 as the CCP stumbles from infrastructure failure to embarrassing economic defeat is difficult to countenance.

another thing to keep in mind is that there's also the ancient Chinese image of ruling from the forbidden palace and never leaving. with how much Xi seems to want to emulate ancient China in a way and become the new emperor, this could also be a hearkening back to that image. why leave the forbidden Palace when the tribute comes to you?

If Xi had to talk to the rest of the G20, he would have to explain what is going on with the Chinese economy, which would result in a tremendous loss of face.

Everyone makes Xi Jingping out to be a 10 ft strategic giant, but I've always felt he was a strategic amateur. This is now evident in this collision of major problems within China, many presumably caused by his policies.

when i've been a leader i WANTED other perspectives, cuz i don't know everything. to climb the corporate ladder you must know others to consult with. perfect example: pawn stars. that guy always has a buddy that knows more than he does about something - and he knows plenty. but he always calls in the book lady, or the car mechanic, or whomever to make sure he doesn't screw up. the man is a master of networking. first thing i do on a new job, is find out who does what. i'm a b2b salesguy, and knowing that really keeps your nuts out of a wringer.

What's interesting is that other things do get done at times, but they get done according to often bizarre caricature interpretations of "Xi thought, " perhaps with the reasoning that if you do it with absurd hyperbole, it can't be critiqued as "not Xi enough."

It may well be that Xi is afraid of being out of the country given the huge flooding problems on top of the economic situation. In times gone by, the emperor would be said to have lost the Mandate of Heaven under such circumstances.
