It’s not only Norway where you have to warm someone up before calling someone dead. It’s a common rule all across the world where you don’t call time of death until they are warm and dead. People have survived being completely submerged under water for 45 minutes but it’s got to be very cold water. If someone’s injuries are not survivable and they are very cold you can declare time of death prior to the body being warmed.
