I have managed to do this technique for all claymore characters, without using any speed-boost character. It just requires a few hours practice. BUT, it is not consistent and the pace is per character. You kinda need to fix on one if you want to execute this consistently.

It's worth learning because it's the only fun thing to do left in genshin. Hope they release artifact set with 10% movement speed and 40% plunge attack damage.

I tried with beidou from ps4 is doable but kinda hard and uses up a LOT of stamina, so i can't do many

noelle and other characters works. i do it with her a lot...as long as you have 2 anemo or diona it works. that extra 10% movement is already good. if mihoyo gives us a craftable potion for 10% movement speed for 3minutes i would be so happy.
i been practicing on smaller enemies and it does work...not sure if i did a footstool instead
and these are the archer hilichurls. also charge attack ending works to activate dragon strike too...im sure i saw a vid of another noelle popping E shield and do a dragon strike. noelle third or 4th hit or last charge hit as a long hit-lag
recommend beginners to practice on wooden shield hilichurls, then move up to fatui, ruin guard and then geovishap.
also i don't think this benefits noelles as much as dilucs god i wish i had him. I learnt it because it looked cool and i wanted to show off to friends lol.

Even though Its been 2 years since then I still hope we get a 5 star claymore that increases movement speed so we are not obliged to run special team for that dragonstrike. If that happens, I think it would be a big breakthrough for his meta gameplay

I think Diona is a great pair with Diluc to do this technic, also there maybe characters that buff MS in the future. Diluc or claymore users have insane high plunge attack multiply too. After practicing a while you will know what mobs this technic works on, help you boost up your dmg up to +40%, style point +400%, and better gameplay.
But be aware that they may fix this just like the Keqing's TCF - Double E tech. Still, try it while you can, having a fun thing to do here and there.

This seems to happen when battling with slimes but I always fail to execute the plunge attack correctly. Anyways I heard this going to be nerfed in 1.4
