To summarize what Bullet Penetration does, it means that your bullets don't disappear as fast from hitting things. That means that the same bullet can potentially damage a person or object multiple times, and that your bullets are better at overwhelming opposing bullets and punching through them.

Longer explanation; As far as I understand it, everything in this game has a health bar, even bullets. Tanks, shapes, bullets, all of them have health and damage stats. Whenever two things bump into each other, they damage each other, and they disappear when they run out of health. Bullet Penetration increases the health bar on your bullets, so they can stay in the game longer and hit more things before they die. If you have two players with really high damage and zero penetration shooting at each other, when their bullets collide, they just destroy each other and nothing happens. If you invest into Bullet Penetration, though, your bullets might survive the collision and go on to hit your opponent while their bullets disappear and you escape unharmed.

Not sure how well this would play out in practice, but my theory is that bullet penetration is helpful on builds that have a lot of bullets, so you can use them as shields against enemy bullets. It's also really good on builds that have really slow bullets, because your bullets will spend more time in contact with a tank or object, letting them deal damage over and over again. It might also be a helpful damage boost on machine-gun/twin-gun builds that have a ton of low-damage projectiles, because it's effectively a damage multiplier that you add on to all of your bullets.

Jerome, never go movement speed with this build, just shoot backwards to propel yourself ONLY, it's actually way quicker honestly.

Here is the build I would usually use for a one hit build with Annihilator:
2 regen (helps you get back your health from random bullets and shapes)
1 health (the first point on a stat always felt like the most significant one)
0 body damage (damage comes from the bullet anyway)
7 bullet speed (makes it harder for enemies to dodge your bullet)
7 bullet penetration
7 bullet damage
7 reload speed (so you can miss shots and be fine. This also ups the damage per seconds which is relevant against any ramming style of combat. With the high knockback upon firing, this makes for a good maneuverability.)
1 speed (use the knockback from firing to go fast)

As I saw, you already got familiar with the ramming capabilities of that tank:
5 regen (to balance between regen and movement speed)
7 health (tanky boy)
7 body damage (spiky boy)
0 bullet speed (useless)
0 bullet penetration (useless)
0 bullet damage (useless)
7 reload speed (most important for better movement speed and better maneuverability)
6 speed (this helps you keep more speed between each shots, it is not for acceleration)

It last twice as long so twice as much damage.

Suggestion . First, don’t max speed. Annihilators have high recoil. So movement speed doesn’t matter, you can use max speed, and you can also max reload . cause it gives you higher recoil. Also, I always max all bullet stat and add some for health

Most hunters I know that trophy hunt donate the meet to homeless vets and such. But nothing beats a smoked venison back strap :)

Fun fact tho annihilator/hybrid needs no movement speed I main the destroier class and people are terrified of those bullets get good with them and people will quit existing very quickly...
