For making snow globes your better off using a bowl slightly smaller than the dome to hold it upside down properly, gluing the figure to the base that you’d spray painted before sticking that on top and then ceiling it shut with UV resin. You can cure the UV resin it with something simple as a cheap little UV nail paint dryer. You had the right idea at the start, you just stumbled at the last two hurdles. Hope this helps and maybe you can try again. Just remember to check for leaks and if you have any patch it up with another layer of the resin around the edge. And make sure it’s UV curing resin and wear gloves, I’ve made both those mistakes more than once 😅

Try using a plastic or glass container. Stick the figure to the cap and add stuff like glitter, beads, water or oil in the container. Put the cap with the figure stuck on it on the container and close it really tight you can use super glue too. Make the container stand upside down on the cap so that the character is standing. Maybe you can decorate with fairy lights.
