First off, all you "CLASSIC NEGS BY BEING THE ORIGINAL AND CUZ IF HE DIDN'T EXIST NO ONE WOULD EXIST" people can shut up, it's not like the original battle shonen MC is also the most powerful, so the original Sans isn't the most powerful either

Secondly, Horror, in comparison to classic, basically exchanges hax for physicals (is physically stronger, but losing his special eye made him lose a decent few of his abilities, like Gaster Blasters and soul shenanigans, not sure if he also has karma), and I'm pretty sure has at least slightly higher LV. You do not want to have high LV against any Sans with karma shenanigans, cuz that's gonna be turned _right_ on your head (also Sans chips you to death Amane (from BlazBlue) style anyway so it's not like higher stats matter much against him, at least if he has karma on you)

Horror is mostly weakened version of Classic. He lost blasters and blue soul manipulation. Only advantage he has that his "immortality".

Horror is literally if sans was starved, heavily weakened, heavily damaged, and got a cleaver, horror's only advantage is his immortality unless sans destroys all his limbs, sans takes everything except strength and experience

ok, I'm pretty sure horror has a little more then 1 hp, except I have gathered canon information, classic sans only "wins" if he traps horror in a way horror cannot escape, as in impaling him so much not even magic can save him, because if sans kills horror, horror will lay dead for a few seconds, then come back up. But due to horrors lack of magic + stamina, horrors brink should at least be above outer or something
