For spray m4 is still way way better, but if there was a circumstance where enemy is standing still, then if you burst fire with scar compared with m4, scar is better.. random jerks do cause a bit of problem with scar but still overall screen shake has reduced a lot and with the right attachments it can overpower m4 no doubt
