Before you ask how much it would take to replace COBOL and the underlying mainframes with totally different systems you need to ask if there is an actual need to do so. In this case the clear answer is no. What is the business case that justifies the replacement of a system that operates as designed and reliably with another system of unknown performance history?

How easy it to replace a whole system built over 50 years? I was involved with fixing the Y2K issues so that we really didn’t hit a major problem on 1/1/2000. We spent several years doing just that part. It was a lot of work going through and checking every reference that the systems made to the date and updating that code, then checking that the update didn’t inadvertently damage how other parts of the code worked. Remember this was just checking if the date was handled properly.

Should the old COBOL systems be replaced? Yes. Is it easy to do? No. Will it be cheap or fast? Absolutely not.
You’d need to start to build parallel systems and stress test them along the way, while maintaining interoperability with the system being replaced.

I'm a programmer and I can tell you that it would take maybe a decade to replace that system. At the moment, they probably don't have many COBOL specialists on hand, because it likely rarely changes. To replace it you would need to hire a whole load of COBOL experts, let them analyse the system, and work with a team of specialists in a newer language (probably C#, given that the US government does a lot with Microsoft). Building a new system like that would take many years on its own. Replacing COBOL? Yeah, a decade at least, and a lot of funding. That thing has to be a monster after all the time I imagine they've been bolting things onto it.

COBOL = COmmon Business Oriented Language. It was developed so that computers dedicated to accounting tasks could communicate with each other.

Musk and Trump aren’t really concerned about waste. As of March 30th trump has spent 30 million of our tax dollars to go golfing on the weekends! We are paying Trump millions of dollars so he can golf at his priorities. When trump started his first presidency several of his golf courses were losing money. When he left the presidency his golf courses were doing great. The FBI Deputy Director has a security detail of 20 people 24/7 even when he is sleeping. Even the president doesn’t have that much security! Previously the deputy FBI Director had part time security and that was only when he went overseas did he have 1 person for his security! That’s a hell lot of waste! And they want to get rid of social security and other successful programs that are much needed

I'm disabled and on SSI. DOGE's cuts have made sure the SSA phone line is so bad I couldn't get through to give the information they needed or even ask for an extension. I had to go in person multiple times and wait all day, sick and in pain, with multiple active infections (related to my disability) instead of going to urgent care, with 3x the normal people there in line. And I had to keep coming back because I couldn't ask even a minor question over the phone.
