Joint Legislative Public Hearing on 2020-2021 Executive Budget Proposal: Housing

Senate Finance Committee Chair Liz Krueger and Assembly Ways and Means Committee Chair Helene E. Weinstein will hold the 8th hearing in a series of 13 hearings, on the 2020-21 Executive Budget on Wednesday, February 5th, at 1:00 p.m. in Hearing Room B of the Legislative Office Building, Albany.

During the Housing Hearing, government officials and representatives of various labor advocacy groups will have an opportunity to provide testimony to the Senate and Assembly fiscal committees.

These joint hearings will continue through February 13th and will be available for viewing on the Senate and Assembly websites. The Legislative Channel (on cable systems throughout the state) also will carry the proceedings, which will be preempted when the houses are in session. At the conclusion of the legislative deliberations, the channel will resume televised coverage of the hearings.

We will agree with Assemblyman Blake that a response on "lack of jurisdiction" or "no oversight" on the central concern of eviction from the state department of the leading state in the union (New York State) is simply unacceptable. Our citizens have been left vulnerable to prey by other governments with "illegal electives", to real estate and housing industries, to banking and credit schemes, to health care and hospitals that assume "authority" (as in power and might over individuals), and in dozens of even familial and personally targeted schemes. We are pleased to have access today in 2020 regarding the housing plans related to the NYS Executive Budget proposal for 2020-2021. We know the deep and abiding commitment of Governor Andrew Cuomo to this area, and the deep intransegiency of the problem defined as homelessness.


We are certain with the ongoing commitment of the state government in this critical area, that tremendous progress has and will be made to the benefit of New Yorkers in the context of the US, territorial, and global issues.


The Governor has evidenced exceptional leadership in addressing natural and 'human' disasters, with the former expected to escalate as part of climate change, that affect the status of housing in America.

By 35:59 minutes into the public hearing, we suddenly are on "realignment" of the Brooklyn Developmental Center* with thousands of projects to one community from the Governor's Commissioner. The NYS Housing Department, Homes and Community Renewal, is working with the Departments which offer service contracts based upon their targeted clientele (e.g., OASAS, OPWDD, OMH).


Ruth Anne Viskauskas, NYS Commissioner, reviewed the status of our "middle class" housing plans that range from housing unit development, supported housing development, and federal designated programs to rent control laws, foreclosure prevention (in as seniors yesterday; $20 million new funds), home ownership and expansion of the state civil service employee base.



In particular we can thank the Governor of New York for sustained commitment over the past 8 years (discussing $950 million annual plan in its 3rd year), and thank inquiries regarding elimination of subsidies for homelessness (Advantage plan) by Barron, and the changing roles of state and city housing regarding offsets and payments (Kavanaugh).


The federal government has been cited as involved with disinvestment in capital (under US HUD Secretary Ben Carson, with a priority on continued lead in homes; city planning of model cities), and the state is producing homes at variety of income levels. We look forward to the next half hour of the five and over half hour of the NYS video presentation above.
