how can thy use the camera ? Here you need a picture of the driver cause only the driver has to pay anything, not the owner. The owner gets the notification and tell them who had the car. If it is a different person you can blame anyone abroad, as long as you are not on that picture cause police will visit the owner to check that he is not the driver.
