The navy rarely encounters devil fruit users outside the Grand Line, also the ocean is the one that affects devil fruit users not the sea water itself. Sea prism bullets are also hard to make and requires a master blacksmith, sea prism/sea stone are also hard to obtain due to it being located in Wano which is an isolated nation. The normal guns the navy uses is easier to manifacture and is affective against most pirates who are just normal humans that don't have devil fruit powers.

Devil fruit users aren't weak to salt water, they're weak to the ocean. There's a difference... it has to be a standing body of water.

Salt water guns would be about as effective as.. Well.. as effective as a literal water gun.

Well first off guns are way to slow and second you would need sea prism bullets, a little water will do nothing, you have to submerge someone in it or similar

actually there is no navy in one piece as marine corps and the navy are two different organizations and there is no reports of a navy existing in one piece and only marine corps

The entire navy isn’t weaponized just for the strongest pirates they also have the rest of the world to police and for normal People guns are enough. When it comes to powerful pirates the navy has cp9 and cp0 so this post is just wrong
