Spencer was around his late 70's or early 80's in 1998. That guy does not sound like he's around that age. He sounds much younger than that, as if he's in his late 40's or early 50's. Marcus and Spencer were around the same age and Marcus already sounded old enough during his assassination in 1988. Who knows if it is actually him, but imo, I highly doubt that's him as he would've probably been escorted out of the city sooner rather than at the very last minute before the thermonuclear strike began.

He (Spencer) looks young compare to the lost in nightmare (RE 5)

I'm fairly sure the guy in the helicopter with Sergei was Spencer. Both Spencer and the figure are elderly and on life support - considering there are only a handful of executives in any major company, I'd say the chances there being two individuals with such a health condition at around the same age (most people would have long since retired at that age - the fact that this guy is still working for Umbrella tells me he is much more invested in it than your normal executive would be, which makes sense if it is Spencer since he was the de facto owner of Umbrella) working for the same company is just too high - it has to be Spencer. Also, the figure's only line said to Sergei is fairly insulting, telling the colonel he is "unstable". I don't think anyone other than Spencer could get away with talking to Sergei like that.
And yes, there is a document in another game that says Spencer was not in Raccoon City right before it was destroyed. Spencer, however, was a master at both manipulation and disinformation so that file about him not being in Raccoon City means nothing. Most likely that file and its claim he was nowhere near Raccoon City was something created by him, his legal team, and/or someone like Sergei (not saying this was Sergei, but possibly some as loyal to Spencer as Sergei was) to minimize his role in Raccoon City's fate during the court case against Umbrella.
As for this figure being voiced by Hunk's VA, look at the production value of Umbrella Chronicles. While it is one of my favorite RE spinoffs, Capcom clearly cut corners to make this as cheap as possible, reusing assets from RE0 and ReMake to make a fun rail shooter for the Wii fad as quickly as possible. That they would just use an existing VA they had already hired (for Hunk) to voice one line of dialogue by another character we don't even fully see makes more sense then hiring another VA to do said one line in light of this game's production value.
I would actually prefer it though if Capcom never revisits the executive in the helicopter with Sergei bit. Spencer is a fascinating character because he is so mysterious and only really appears in files - he comes across very much as some phantom-like manipulator in the shadows, with even his only confirmed appearance being that of a flashback scene. That RE:VIII explores his past a bit more with just one file shows what an intriguing character he still is, even though he has been killed off since 2009's RE5.

That's what I thought too, but other fans said I was crazy. 😂😂 Good eye tho. 👊

Sounds like Hunk's voice actor for that old guy which Wesker refers him to an "Umbrella officer".

can anyone tell me who the person with the bladed arm in the chopper is?
Theory: That was indeed spencer but younger because of a variation of T-Virus but it was only temporary. It somehow wore off years later and he reverted back to his age. No matter what research he did, the de-aging virus couldn't be permanent, that's why he said, "I was to become a god, " was because he was near yet so far away.

I think it IS spencer;cause in the trevor notes, george describes spencer as someone with "bleached hair" and the only 3 who have such hair are alex, albert wesker and spencer and it cant b either wesker since they werent even born yet or least were barely 10 yrs old at the time

I wonder what happened to Spencer's mansion in Europe (from Lost in Nightmares) after Chris and Jill fought Wesker?
Come to think of it, Los Illuminados is also in Europe, specifically in Spain. Since there are survivors from the cult and worked with Glenn Arias in Resident Evil: Vendetta, there is a small chances that they will come across Spencer's mansion and could use it as their future hideout since there are lots of infos about bioweapons including Umbrella's secrets and revive tge cult as well. A good setup for Resident Evil 8
