I dispute the idea that the US is spending on technology. It is spending on monopolies that will control technology, not develop it. For example, these tech monopolies are firing workers to increase their profits.

The UK has been the butt of jokes for quite so.e time now. A former colonial empire, who still dreams of its past glory days. And attach themselves to the leg of the US for dear life. Theur not quickly becoming irrelevant, they have been irrelevant for quite some time now.

I live in a small town . 8000 people . The biggest employer locally is making 60 people redundant .
That is 60 jobs in the only large manufacturing company . All other employers are small service based suppliers also hit by the NI and minimum. wage issues .
The budget will make many people long term unemployed .
It will result in farms closing when the farm changes generations .
This for us locally will mean lots of empty business premises .

UK is still living in the past as in the days when it was a colonial power, and able to exploit its colonies and send gunboats to enforce one-sided trade deals (as in Opium Wars). This makes it difficult to adjust to the new world order. We saw this happened when it voted to leave the European Union to regain what it called "sovereignty" and "independence" but, instead, cut itself from the world's large trading bloc.

Yes, not being monetarily sovereign makes a big difference on how you spend your money. Finally bottom monetary theory is the reality.
