how can you say a segment of the population that is visabally being excluded denied and refused whithout adfitional basis from normal and government civil and social activities not actually receiving and suffering the results of discrimination? ....the very 2 words both describe those exact situations and also making the words reverse descrimination bouble negative and null and void. Results of a victim forcing the enforcing or contolling and dominate establishments be a victim is not a factual term.
