It's a secondary meter.
The landlord knows exactly how much gas you use. The main meter will be downstairs in a cupboard somewhere

Secondary meter for metering tenant use the main meter will be under building or landlord control and that is regulated at that point treat as normal for tightness test back to incoming isolation at entry point

We had them years ago. It's a coaxial meter, but they were to easy to diddle so they were stopped years ago

I'm going back a bit in time but I've known of houses that were converted to flats, in each flat was coin operated meters which the landlord had locks on. The main meters were located elsewhere in the building. The landlord paid for the utilities within the whole building and collected from the meters within the flats.

It’s a sub co- axe read only meter so the tenant can read it, the main one will be in the basement or out building, you just treat as a normal meter for tightness testing, I’m surprised they still make them as they can be bypassed very easy... 😜

Yes that's funny it's like the old co Alexei meter they did away with them as they found you could bypass them by knocking the middle washer out

Hello, this is a standard meter here in Germany. I have never seen a different one.
