To answer the question at 12:06, the main factors are wheels and axels, as well as center of mass. This regards cars unassisted and powered by gravity, not CO2 canisters. Here’s a fairly detailed explanation (former Cub Scout here).

Some races allow wheel/axel modification, and getting the axels as smooth and frictionless as possible is key. The wheels can be made narrower, and one wheel can be placed slightly above the others so it rides on 3 wheels, to reduce friction as much as possible (this runs the risk of making your car unstable and wobbly, which adds friction).

The center of mass is important because the cars are usually placed on a track that has a decline, giving the cars potential energy to transfer to kinetic energy (rolling down the track). The track then bottoms out to a flat section where after a short distance it reaches finish line. Races will have a weight limit for the cars so all are equal in potential energy. But when the cars are placed on the track they are usually placed on a decline (the front of the car is lower than the rear), and by acknowledging this you may realize that by having a center of mass closer to the rear of your car (which is placed highest), you can maximize your potential energy. In other words, the higher your center of mass is, the longer it stays on the decline of the track, and the more acceleration you get from said mass.
