I get it why you want a WarGames Elimination match but it just doesn't work. In Traditional Survivor Series when two wrestlers are in the ring there is a one fall rule with DQ and Rope Break. Amid chaos in the WarGames, you're only going to get a pinfall or submission when its decisive and its climax. Otherwise, every time every one is gonna save their teammate from pinfall or submission.

Here's a possible angle WWE can go with Punk and Heyman

So it's Royal Rumble and last 2 remaining are Roman and Punk. Then Heyman helps Punk win the rumble and it sets up a Roman vs Punk match at Elimination Chamber where Rock returns and cost Roman the match and Heyman sides with The Rock and we eventually get Rock vs Roman Night 2

While CM Punk challenge Seth Rollins for the World Heavyweight Championship Night 1 main event.
