How to rejuvenate old Climbing Roses

Over time roses can start to lose their vigour. Luckily most roses can easily be rejuvenated by simply pruning them hard, in stages. This encourages strong new growth to form from the base of the plant as Peter Beales Roses' Nursery Manager, Ian Limmer, explains in this video.

I'm trying to figure out why my climbing rose isn't getting taller after 2yrs. It's only 2ft tall. If flowers beautifully but hasn't gotten any taller. I have never had a problem before. I did get it from Lowes as one of those cheap $15 bags. I've got miniature roses, and double knockout roses which are growing out of control in the same environment. Lots and lots of sun, the same soil which in all honesty isn't the best other then the huge hole I dug and filled with store bought soils I mixed myself. I used to have incredible luck with roses at my old house and they barely got any direct sunlight at all. I know it has to be the soil but what can I do now it's been planted for years.
