A low-carbon future for the emerging world depends upon how effectively global capital can be marshalled and targeted towards the most effective green investments worldwide. In 2018, the IPCC estimated that just transitioning the emerging-world energy sector would need $600 billion per year. India will be the major destination for such finance if the Paris targets are to be met; and the United Kingdom’s dominance of international finance means that, together, they must set the agenda for private climate finance in the 2020s and beyond. Can the City of London serve as a financial hub to catalyse India’s green transition? Is it time for the UK, US and India to consider putting together a global green finance institution to support the ISA and other similar initiatives? Should sovereign funds be created to fund climate initiatives?
