The first triad you played and called a 'minor arpeggio' is not, it's a Db major triad in second inversion, and the 6th scale degree doesn't have a dominant function (meaning it wants to resolve to the 1), those are 4th and 5th scale degrees, 6 is subdominant - but also if you are playing a Db major chord, that note already is "home" and has no tension pushing it up (or down) to the F at all. A strange way to teach what are essentially tensions on an F minor chord, and if you do want to get more interesting it's an example of an "L transformation" in Neo-Riemannian theory.

If you are talking abt Darksynnth or synthwave (because it's the Stranger Thing thing also)
you are saying that peoples didn't use that note before 2014, but, synthwave existed as long as the pop music exists (like, it began in the early 2000's, and it was very popular around 2008/2009 because Dance With the Dead, Carpenter Brut, Perturbator, Vulta, Mega Drive, etc...)
